What's the difference between GSM-7 and UCS-2?

GSM-7 uses the standard SMS alphabet, with 160 characters per segment.

UCS-2 is used when a character falls outside that alphabet, like an emoji or some languages such as Chinese. Segments then shrink to 70 characters, so the same text needs more of them.
